MAGA/GOP is one big scam,from the top to the very bottom (and believe me, they reached bottom years ago and kept on digging of that particular Augean stable).
There is no honor among thieves, so much so that these [expletive deleted]would even scam each other, given half a chance.

Since these 22 year old had access, they can download it all and put it on their computers, either sell it to the scammers or spend the rest of their life scamming people. The Felon will say “I knew nothing about it”
